The Landlord Liaison & Occupancy Specialist position is divided equally between landlord liaison responsibilities and occupancy specialist duties, serving as a bridge between property owners and the Housing Authority and ensuring that tenants secure affordable housing within HUD regulations and guidelines.
SUPERVISION RECEIVED AND EXERCISED Receives direct supervision from the Vice President of Program Operations.
Exercises no supervision of others.

Landlord Liaison 50% The Landlord Liaison plays a crucial role in ensuring the success of the Housing Authority's mission to provide affordable and quality housing for residents.
This position is responsible for building and maintaining strong relationships with property owners and property owners, facilitating the placement of tenants in suitable housing, and assisting in resolving housing-related issues.
The Landlord Liaison serves as a bridge between property owners and the Housing Authority, working to secure housing opportunities and foster positive partnerships.

Responsibilities:
Landlord Recruitment:
Actively identify, recruit, and engage property owners and property owners to expand the pool of available housing options for Housing Authority clients.
Create promotional material and on boarding packets.
Hold landlord education events.
Relationship Management:
Cultivate and maintain strong, positive relationships with property owners and property owners through regular communication and collaboration.
Conflict Resolution:
Address, document and resolve any disputes, concerns, or issues between landlords/property managers and LDCHA promptly and effectively, aiming to maintain positive partnerships.
Documentation and Compliance:

Maintain accurate and required records of property owner agreements for any Landlord Liaison incentive programs.

Assist property owners with onboarding process, instructing them of required documents and process.
Occupancy Specialist 50% Under supervision of the Vice President of Program Operations, the Specialist performs a variety of duties in providing assistance to low to moderate-income families in securing affordable housing within HUD regulations and guidelines.
In this role, the specialist will be responsible for supporting team members with recertifications, move-ins and application entry/processing.

Responsibilities:
Customer Service:
Meet high customer service standards, including promptly returning phone calls and attending to walk-in clients, according to protocol standards.
Program Explanation:
Answer questions and explain program goals and requirements to assure understanding by property owners and program participants.
Support Occupancy Office:
Assist with recertifications and work with staff to determine which clients need support with required documentation for move-ins, transfers, annual re-certifications, interims, portability packets, and terminations.
Collect updated income information to estimate affordability and determine rent amount at interim and annual recertifications.
Conduct annual and interim re-certifications for assigned tenant caseload as needed.
Maintain both hardcopy and computerized tenant records.
Update changes to households, including composition, income, monthly rent, and payment changes.
Verify submitted income and household composition information.
Utilize HUD and LDCHA systems for verification.
Enforce and apply LDCHA policies across programs and be mindful of program differences.
Support Initial Occupancy Coordinator as needed:
Assist with voucher program admissions, including voucher issuance and briefings, as needed.
Collect updated income information to estimate affordability and determine rent amount at move-in.
Support Admission's Specialist:
Log in received applications, check for completeness, data entry into software, applicant file creation.
As needed review submitted applications for completeness, determine additional information needed, and communicate submission needs to applicant.
Assist applicants with filling out and submitting an application.
Respond to inquiries and communications about applications in person, by phone, by mail, or by e-mail.
Complete background checks and residential history verification for applicants.
