This position will provide checks and balances for the department, ensuring separation of duties are in place for the Accounting Specialist.
This position will have extensive knowledge and understanding of the duties performed by the Chief Financial Officer, and will be able to maintain basic continuity within the department in the Chief Financial Officer's stead.
This position will assist the Chief Financial Officer in higher-level accounting and budgeting functions when necessary, as well as provide feedback in policy-making decisions.
SUPERVISION RECEIVED AND EXERCISED Receives general direction from Chief Financial Officer.
ESSENTIAL DUTIES AND RESPONSIBILITIES Important responsibilities and duties may include, but are not limited to, the following:
1.
Support daily finance operations, to include accounts payable, payroll, and accounts receivable processes.
2.
Support monthly processing and reporting, to include housing assistance payments, Voucher Management System reporting, LOCCS, and month-end closing.
3.
Keeps abreast of changes in laws, policies, and HUD regulations related to financial operations and ensures adherence to HUD policies, procedures, regulations and guidelines.
4.
Budget analysis and preparation assistance.
This will include meeting with department heads and providing financial reporting on a regular basis, at minimum once a quarter.
5.
Assists in the preparation of financials and other necessary financial information for the agenda packets for monthly board meetings.
6.
Year-end processing and review, including closing books and necessary journal entries.
7.
Assists in the preparation of the annual audit.
8.
Provides assistance and feedback on appropriate service and staffing levels; assists in monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; and assists and provides feedback on allocating resources accordingly.
9.
Other duties as assigned.

Responsibilities:
1.
In the Chief Financial Officer's stead, represents the Finance Department to other LDCHA Departments, elected officials, and community-based organizations.
2.
Assists the Chief Financial Officer in providing support to the Chief Executive Officer; to include providing necessary financial information.
3.
Performs other duties as required including work in other functional areas to cover absences or relief, to equalize peak work periods or otherwise balance the workload.
QUALIFICATIONS Required Knowledge and Abilities 1.
Ability to foster good employee/participant relations and work in cooperation with internal departments at all levels.
2.
Ability to write and speak effectively, lead meetings, and conduct training.
3.
Thorough knowledge of the principles and procedures of governmental auditing, budgetary planning and control, and the regulations governing the reporting of the LDCHA's financial activities.
4.
Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of LDCHA goals.
5.
Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the LDCHA and HUD.
6.
Ability to prepare and present clear and concise administrative and financial reports related to the LDCHA's financial planning and activities in the Chief Financial Officer's stead.
7.
Ability to perform complex financial research.
8.
Ability to assist in the planning, organizing and developing of a variety of operational and management programs and procedures.
EXPERIENCE AND TRAINING GUIDELINES
Experience:
Five (5) years of increasingly responsible experience in financial management, accounting or related field.
Training:
Graduation from an accredited four-year college or university with major course work in Accounting, Finance, Business Administration, or related field.
An equivalent combination of education, training and experience, which provides the required knowledge and abilities, may be substituted on a two-for-one basis.
License or Certificate:
Must possess and maintain an applicable Kansas Driver's License and a driving record acceptable to the LDCHA's insurance carrier.

) WORKING CONDITIONS Environmental Conditions:
This position will have the opportunity to work remotely on a hybrid-basis after becoming fully proficient within the position.
Indoor office environment; occasional attendance at meetings after normal business hours may be required.
