Responsibilities:
The primary responsibility of the Homeless Outreach Program Manager is to provide supervision, oversight, QMHP and clinical duties, and day-to-day management for the CMHC Homeless Outreach Team (HOT).
The HOT team is comprised of the City of Lawrence Funded Homeless Outreach and Federal SAMHSA funded PATH programs, with the overall goal of assisting individuals and families experiencing homelessness and/or housing insecurity transition into independent, stable and sustainable housing as well as assisting with access to other benefits and supports as needed.
Some duties include but are not limited to:
Managing the day-to-day operations of the CMHC HOT and staff needs;Providing QMHP duties for the team, including:
in field assessments, CMHC intakes, and therapeutic interventions for persons seeing and receiving HOT services;Working with the CMHC Director of Housing, other Center staff, community organizations, partners, and stakeholders to maintain and expand the continuum of residential programs/affordable housing options available in Lawrence, Baldwin City, Eudora, Lecompton, and Douglas County for homeless services consumers;Serving as liaison to the community regarding housing and homeless issues;Serving as liaison to community network of Homeless Providers;Assisting with and participating in educational processes to inform center staff and the public of housing and homelessness resources and issues;Providing administrative/clinical supervision of staff to assure compliance with all paperwork associated with the financial, clinical, legal, or regulatory management of a given case or BNC's operations in a timely and accurate manner;Assisting with the evolution of an effective, efficient program of services;Participating in public information and public relations activities and serving as a community advocate for mental health and the Bert Nash Center;Maintaining ultimate accountability for the clinical appropriateness of all services designed for each case the team manages, and being responsible for the clinical direction and outcomes of all cases managed by the team;Providing clinical supervision to program staff to review specific cases;Providing oversight and supervision to assure that all services provided are on the treatment plan and that the consumer was an active member of the treatment planning process;Working closely with referring agencies/entities to address all goals and concerns;Closely coordinating intervention activities with other teams and community members, as needed (this position may engage in direct housing intervention service provision on an ad-hoc basis for specific cases, such as hospital discharge, homeless outreach, and transitional housing cases);Delivering services on an as-needed basis with respect to time of day and location;Providing effective leadership for managed teams, including directing, training, service coordination, professional development, and service delivery;Providing feedback and consultation to managed teams regarding service provision, resource acquisition, coordination of services, assessment, goal setting, and engagement of client;Assisting in the hiring, training, and evaluation of team staff; andRegular and predictable attendance is an essential function of the job;
Qualifications:
Including but not limited to:
Must meet Kansas state criteria to serve as a Qualified Mental Health Professional (QMHP) (hold a Kansas state issued masters level clinical license in clinical counseling psychology, clinical social work or psychiatric nursing) and significant experience in the areas of housing and homeless services, mental health services, substance use services, grant and program management;Knowledge of community service programs and resources designed to assist in targeted populations of the county;A commitment to working with staff and clients as partners;A commitment to developing cultural competence in the workplace and in-service delivery;Knowledge of or experience in community mental health;Reliable transportation; valid non restricted drivers licensePrior computer experience and management level computer fluency;An ability to work independently and in cooperation with others;Strong organizational skills;Strong oral and written communication skills;Strong interpersonal skills in working with diverse publics;Flexibility in assigned working hours;A commitment to interdisciplinary and community mental health center approaches;An energetic and positive approach to the rapidly evolving changes and challenges of a complex work place; andMust be able to achieve within one's first 6 months of employment a working competency in the management and use of the Center's electronic medical records (EMR) software as demonstrated by timely and accurate documentation of the clinical record.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
