The Dean is responsible for academic leadership in the College of Humanities & Arts, including the supervision and administration of academic programs and resources, program development and assessment, effective relationships with Tribal communities and other stakeholders, and maintenance of productive administrative relations and with other units and staff of Haskell, including shared governance in the university.

Develop goals and objectives that integrate organization and the College of Humanities & Arts objectives.
Responsible for planning and administration of the College of Humanities & Arts program, including authoring key institutional and accreditation reports.
Analyze department needs pertaining to staffing patterns, equipment, materials, texts, and other resources; develop budget proposals for the department and make financial allotments for the department's operation and develop and operating plan for staffing and acquisition of needed supplies which will control costs within the allotted funds.
Represent the program on the Academic Dean's and Director's Council and on professional boards and associations as needed; in these and other capacities the incumbent has continuous opportunities to offer clarification and support on matters of concern to the program supervised.
Advise and assist faculty in the planning, creation, evaluation, validation and update of instructional materials and media.

BASIC REQUIREMENTS:
Master's Degree in English, Communications, Fine and Performing Arts, Media Arts, Theater, Humanities OR
Master's Degree with 18 graduate semester hours in a specialty field identified above.
In addition to meeting the basic requirements listed above, candidates must have specialized experience as identified below.
SPECIALIZED
Experience: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the Federal Service.
For GS-12: 1 year of specialized experience equivalent to at least GS-11 grade level in the Federal Service.
Examples of qualifying experience include: serving as an academic dean or administrator of specialty field academic programs in a university, college or institution with experience and responsibility for the planning, organizing, and directing of all operations, and evaluation of faculty and staff; experience in teaching in a college/university setting in the specialty field, and responsible for compliance and fulfilling all requirements for dual professional and higher education accreditation requirements as well as legal and regulatory requirements for all programs; extensive experience in authoring professional and institutional documents as a lead author, communication of findings with a range of education stakeholders, including researching, interpreting, analyzing data and findings for continuous improvement; and applying the proper guidelines, policies and regulations required to meet accreditation standards for the College of Humanities & Arts.

SUITABILITY & CLEARANCE REQUIREMENTS: A background security investigation is required. Appointment is subject to the successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
DRIVING REQUIREMENT: Incumbent may be required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Education.
FINANCIAL STATEMENT REQUIREMENTS: The candidate selected for this position must meet conflict of interest requirements of the Bureau of Indian Affairs (Standard Form 450, Executive Branch Confidential Financial Disclosure Report).
Applicants will be evaluated and rated under the Category Rating and Selection process. Under category rating, applicants who meet basic minimum requirements established for the position and whose job related competencies or knowledge, skills, and abilities have been assessed are ranked in two or more predefined quality categories. The final certificate will group applicants into the top category, applying veteran's preference as appropriate, instead of ranking the applicants in numeric score order.
If basically qualified, you will be further evaluated to assess the quality, depth, and complexity of your accomplishments, experience and education in relation to the job related competencies or knowledge, skills, and abilities required for the position and placed in one of the following categories:
BEST QUALIFIED: Applicants that possess all of the job related competencies identified as important for successful job performance.
WELL QUALIFIED: Applicants that possess a majority (i.e., more than half but not all) of the job related competencies needed for successful job performance.
QUALIFIED: Applicants meet the basic eligibility and minimum qualification requirements but do not meet the definition of Best Qualified or Well Qualified as described above.
Preference eligibles are listed ahead of non-preference eligibles within each quality category. Veteran's preference is absolute within each quality category. Compensable veterans (CPS and CP) will float to the top of the highest category regardless of their final rating, except for Professional positions at GS-9 & above where they would be placed at the top of the category determined by their final rating. Non-compensable veterans (XP and TP) will go to the top of the category provided their final rating meets the cut-off rating for that category.
